DISTRICT LEGAL SERVICES AUTHORITY, SHIVAMOGGA

In the background of Article 39A of the Constitution of India, the Legal Services Authorities Act, 1997 came into effect with the main object to spread Legal Awareness amongst the public at large by conducting Legal Literacy Camps, Workshops and Seminars and also to settle the dispute amicably by way of ADR methods as well as extend the legal aid to the needy people.As per the Act, in India three authorities viz., National Legal Services Authority (NALSA), State Legal Services Authority (KSLSA), District Legal Services Authority (DLSA) as well as three committees viz., Supreme Court Legal Services Committee, High Court Legal Services Committee and Taluka Legal Services Committees are constituted to achieve the object.

Since 1997, the District Legal Services Authority, Shivamoogga is working in the District Court Complex, BalrajUrs Road, Shivamogga.Since 2017 March, the District Legal Services Authority, Shivamogga got its own independent building and now working in the 3^rd Floor, Annexure Building, Court Complex, Shivamogga. District Legal Services Authority, Shivamogga consisting of Six Taluka Legal Services Committees i.e., Bhadravathi, Sagara, Shikaripura, Thirthahalli, Soaraba and Hosanagara. All these Legal Services Committees are working in respective talukas court complex buildings.

The District Legal Services Authority, Shivamogga secured 3^rd place in the State awarded by Karnataka State Legal Services Authority in the year 2014-15 in recognition of disposal of more number of cases in Megha Lok-Adalat.

In recent years, the activities of the District Legal Services Authority spread into many spheres such as, providing legal services, constituting lok-adalats and mediation, organizing legal awareness programmes to create legal awareness, extending legal aid to the needy people and awarding compensation under Victim Compensation Scheme-2011 etc.,.

LEGAL AID

The District Legal Services Authority, Shivamogga effectively functioning to give legal services to the public at large. To achieve the goal, the District Legal Services Authority constituted legal aid clinics viz., Front Office Clinic, Taluk Office Clinic, Jail Clinic, CDPO Office Clinic, Juvenile Justice Board Clinic, Village Clinic.To give legal services through this clinics and other modes, the Shivamogga District Legal Services Authority and Taluka Legal Services Committees have selected Advocates and empanelled as under:

The District Legal Services Authority and Taluka Legal Services Committees are extending legal aid to the needy people through the above empanelled advocates, who are also working periodically in legal aid clinics.

VICTIM COMPENSATION SCHEME – 2011

For the implementation of the scheme, the District Legal Services Authority Shivamogga, constituted Victim Compensation Scheme Committee headed by Hon’ble Prl. District & Sessions Judge and Chairman of District Legal Services Authority and other two members i.e, The Member Secretary of District Legal Services Authority and the President of the District Bar Association. After the scheme came into effect, the Victim Compensation Scheme Committee (DLSA) has decided a large number of Victim Compensation cases and gave compensation totally to the tune of Rs.90,00,000/- by the end of April 2017. The judgments passed by the Victim Compensation Committee will be approved by the District Legal Services Authority and the same will be submitted to the Karnataka State Legal Services Authority, Bengaluru for allotment of funds, who in turn secure the fund from the state government and will allot to the District Legal Services Authority, Shivamogga for disbursement to the Victims.

AWARENESS PROGRAMMES

To create legal awareness to the public at large of Shivamogga District, the District Legal Services Authority and Taluka Legal Services Committees are organizing more and more number of legal awareness programmes, workshops, seminars in the District and Taluka Head Quarters as well as in Villages on various subject of laws, Government Schemes and benefits, about the authorities and tried to eradicate the burning local problems faced by the public at large. Thus, the District Legal Services Authority, Shivamogga spread the message of Access to Justice at the widest level.
